The Cathedral Quarter was designated a cultural quarter under the Programme for Government at this time. John Spellar MP, the then Social Development Minister (Direct Rule Minister) announced that he had directed the Department of Social Development to produce a regeneration master plan and development brief for the area.
The master plan was to address the range, mix and location of uses to maximise the retail led physical, social and economic regeneration of the area. It was to be completed by December 2004.
